The Data Management & Analysis section of the MORIC web site provides several resources for schools as they endeavor to meet accountability under No Child Left Behind and as they assist students in attaining proficiency with the New York State Learning Standards.

Ira Schwartz, Coordinator for Accountability, Policy and Administration at the New York State Department of Education, visited Madison-Oneida BOCES on Sept. 24 to conduct a workshop on growth models and their impact on districts throughout the state.  Hundreds of educators from the region were in attendance.

Growth models are used to measure student progress and overall school performance by tracking the achievement scores of the same students from one year to the next.

This school year marks the beginning of using an interim, modified accountability system for schools and districts that is based on a growth model.  The interim growth model will be a stage in a process leading to the development of a more comprehensive system that includes a value added model by the 2010-11 school year.

Schwartz also discussed the Differentiated Accountability Proposal, a pilot project initiated by the United States Department of Education in 2007.  According to the U.S. Department of Education, differentiated accountability will allow states to vary the intensity and type of school interventions to match the academic reasons that lead to a school’s identification.

Differentiated accountability will also assist those states by targeting resources and interventions to those schools most in need of intensive interventions and significant reform.
